Water Dialogue
Local water management in Ukraine has been arranged by law for the Southern regions where irrigation is dominant by so-called Water User Organizations (WUO's). Farmers are entitled to start a WUO for the allocation and distribution of the available irrigation water among its members. Unfortunately the irrigation areas are occupied by Russia and the infrastructure is destroyed.
The WUO law deals with irrigation water only. For the areas with mixed land use (agriculture, villages, nature, cities, industries) the WUO law is not applicable. Local water management organizations have to deal with more different customers (compare Dutch Water Boards).
Primavera has started a dialogue with national and international consultations to facilitate communities to initiate local developments. It needs proper institutions on local level (WUO’s) and intermediate level Regional Irrigation and Drainage Organizations (RIDO’s) or water operators) with an extended mandate and rules of engagement to give all water users and water dischargers influence and participation of water infrastructure management, maintenance and operation.
