Primavera composed a comprehensive programme called PHOENIX to link Ukrainian organisations and Dutch organisations through formulating cooperation projects, to rebuild and modernize the country in its water and food structures. Six areas of cooperation with the Netherlands are being developed:

1. Establish the war damage to the water and agriculture infrastructure by the Russian invasion.
2. Modernise damaged irrigation ystems by introducing energy and water efficient technologies
3. Promote the bottom up reconstruction and improvement of war damage, water management and agricultural planning and rural development in Territorial Communities
4. Develop new Europe proof curriculum for water and agriculture at Ukrainian Universities and other education institutes.
5. Develop a platform for Ukrainian and Dutch policy makers and private sector companies to meet and define cooperation projects to rebuild and modernise water and agriculture in Ukraine.
6. Develop Ukrainian – Netherlands cooperation projects on modernising the damaged food chain in an area in Ukraine and jumping to really new solutions that will lift Ukraine high in its own food security and economics.
